2012 Allegheny County Property Reassessments Latest Developments:

In his January 12th Memorandum and Order of Court, Judge R. Stanton Wettick, Jr. ruled that the City of Pittsburgh and Mt. Oliver should use the 2011 property assessments to set their tax rates for the 2012 tax year. The reassessed values will not be implemented until 2013. The deadline to submit informal appeals for a property located in the City of Pittsburgh or Mt. Oliver is Wednesday, February 15, 2012. Those same residents will have until April 2, 2012 to file a formal appeal of those values that will go into effect in 2013. For the remaining municipalities in Allegheny County Judge Wettick has not yet set the timetable for appeals for properties in these jurisdictions.

This ruling came as a result of attorneys’ for the Pittsburgh Public Schools request to utilize the 2011 assessment numbers as the basis for tax bills for the 2012 year. The attorneys argued, and the Judge agreed, that uncertainty as to the success rate of reassessment appeals could reduce revenue for the school district, leaving the district with a budget deficit. As a result, these attorneys contended that it would be prudent to delay using the new values until next year, after the majority of the appeals have been heard and decided.

Reassessments for properties in Allegheny County that are outside of the City of Pittsburgh and Mt. Oliver have not yet been issued, but are expected to be mailed to property owners on January 27, February 20, and March 2, 2012.
